Canada has approved new language test implemented from mid 2023

Canada has allowed a new language test for migration in Canada, which will be applicable from mid 2023. It is expected to be implemented in the next 12 months. Recently there is no limit of potential number of language testing providers for IRCC to enter. There are currently only four designated organizations; IELTS and CELPIP for English, then TEF and TCF for French. The name of the test will be edited on information request provided by numerous authorities. They are planning to give alpha numeric scores as A1, A2, A2, B1, B2, C1, and C2 in contrast with Common European Framework of Reference (CEFR) scores that are given on a scale of one to seven.

The test is approved for economic class relocation applicants. The designated testing organizations continue to meet the demand of applicants. But however the increasing number of language test provider organizations seeking designation is the reason for the changes made. The process using now is long, complex, and insufficiently transparent. The departmental roles and responsibilities related to language tests are currently not well defined and have extended policy and operational interference. The language designation team at IRCC, part of the migration branch, has to balance file management work with advancing the new policy priorities.

Canada will evaluate the Canadian Language Benchmark (CLBs) that are aligned with Common European Framework of Reference (CEFR)

IRCC is presently check over the Canadian Language Benchmark (CLB), as some are issues that it is too grainy for testing purposes as compared to the Common European Framework of Reference (CEFR). Rather than scoring on a scale of one to seven, CEFR test-takers get scored on an alphanumeric scale: A1, A2, B1, B2, C1, and C2.The memo says further research is required on the CLB levels to ensure that all approved language test build are equal to the level of difficulty and test purpose.

The French language testing will not be over looked

The Canadian government does not wish to initially designate a language testing organization and then approve it for evaluating the language ability of the immigration applicants, and now this role has been deputed to the Director of Economic Migration Programs and Policies.

The department has established this kind of designation process based on different factors. Any organization of language test can initiate a designation process by the department, which is based on different factors, policies, regulatory requirements, and program objectives. Till now, they have been accepting language test results from nominated organizations only as proof of language proficiency. This process of proving the language’s ability to make sure it is a fair and transparent process.
